ODMA support is essential for OpenOffice to sell into the legal market. I work for a law firm (about 700 users) here in the UK, and there is simply no way we could contemplate using OpenOffice/StarOffice without ODMA support.
And this is the only useful piece of documentation on the entire OpenOffice website.
You may possibly understand why there is no real chance of OOo getting into the legal market...
